The fortifications were completed in 1865 and served until 1890 when they were decommissioned due to increasing Confederate threats against Union forces Rear Admiral David Dixon Porter's Gulf Squadron duringthe American Civil War era. In 1902 Fairhope incorporated as a city under statehood laws; it had no voting privileges but enjoyed tax exemption from Montgomery County government because its population exceeded 5,000 people. By 1920 Fairhope had grown sufficiently large that it secured its own charter from the state legislature which gave it full municipal powers with autonomy equal to any other municipality within Montgomery County . The city experienced rapid growth during World War II with an influx of veteran soldiers who constructed housing units throughout downtown areas vacated by local civilians returning home after serving their country abroad or joining combat units domestically during wartime .
