In 1912 it changed its name to Surprise Valley after being accepted by the State Board of Geographic Names (). On July 1, 1907 Colorado Springs resident Harry Laughlin donated land north of existing Arrowhead Lake for development into an agricultural center called Mesa Verde which would include citrus groves and other crops. With growth came problems such as water availability and limited housing options so developers developed more shopping centers and homes instead with additional acreage given to support agriculture; this led to another change in name – Surprise Valley Village Incorporated on December 10th 1959 by Order of Governor John Beatty becoming what we know today as Surprise AZ City Council Chambers down below Main Street corner Third Avenue North since 1978 just south of I-10 freeway exit 191B
