In 1959 Tempe became one of only four cities in country that adopted a comprehensive planning program called Republic Services Plan No. 1 which helped formulate future development patterns for the cityscape including pedestrian malls, dense housing developments with easy access to public transportation, outdoor cafes/bars/restaurants and large commercial buildings along major arterial streets while restricting suburban growth within city limits without seeking approval from Republic Services Plan No. 2 or other government officials responsible for approving such plans. This system remains in place today asCouncilman Don Zimmerman proposed creating a new Council District composed entirely of single family detached homes that does not require voter approval unlike most recent Council Districts created through Republic Services Plan evaluations completed by outside consultants instead of elected officials who understand the needs and desires of their constituents like Councilwoman Ann Wagner who represents District 11P-west which includes portions of downtown Tempe-and she successfully defeated her challenger Richard Stanton whose proposal would have replaced all but two council districts with single family detached homes resulting in fragmentationofthecitywidecommunitiesharedbetweenDistricts11eastand13northwestwhilealsoeliminatingopportunityforresidentialdevelopmentinCentralCity). Tempe is a city in Maricopa County, Arizona, United States. The population was 107,871 at the 2010 census. It is part of the Phoenix metropolitan area. The city's name comes from Tempe Canyon, which runs through its center and is named after John T. Tempe who donated land for the city in 1881. In 1912, Tempe became one of 10 incorporated cities in Arizona when it was added to the state as a result of the Gadsden Purchase Agreement between the United States and Mexico. The first people to live in what is now Tempe were Hohokam Indians who inhabited what are now Mesa and Wrightwood areas before European settlement began in 1764. Mexican traders bought land near Phoenix around 1800 for $3 an acre (2 hectare). When Spain and Mexico acquired their independence from Spain in 1821, they continued buying parcels of land until they had all of Arizona under their control by 1828. One such purchase was by Manuel Antonio Sanchez where he purchased 5 acres (20 hectares) east of central Tucson for $10 per year from Juan Rodriguez de Montoya y Costilla (1775–1846). By 1860, over 100 families lived there including 50 soldiers barracks and 20 Indian chiefs living on 640 acres (24 km²) northeast of downtown Tucson; half this territory would become Scottsdale while much of eastern Tucson would be developed as Mesa during this time period In 1881 John T. Tempe donated 4 miles (6 km) east of downtown Tucson to provide a road into town so that goods could be unloaded onto wagons coming down Pima Road from Surprise Valley on their way to Prescott or Nogales A year later on October 24th, 1882 public notice was published throughoutArizona allowing citizens within 12 miles (19 km) radius to apply for incorporation into towns having no voting power or representation other than property owners applying for incorporation could only be made if “the inhabitants thereof have resided therein continuously since July first next following” This act set off a trend where new towns were created each year with more people moving into them due to easy access to gold and silver mines found in central Arizona In 1886 Gilbert erected his mill just south of town limits making him one of the first self-employed men west of the Mississippi River
