In 1916 a group of businessmen organized what would become the City Council which met at the First National Bank building on Broadway between Cowley and Paloma Streets until it moved to City Hall in 1922 when it became an independent city governed by a Mayor and City Council with six members elected at-large from single districts instead of staggered terms like county commissioners had been since 1876. Chula Vista is a city in southern California, United States. It was founded by Anglo-Mexican refugees from the Mexican Revolution in 1913. The city became an agricultural center after World War II and experienced significant growth following the opening of U.S. ports to international trade in the 1970s and 1980s. Chula Vista is now a bedroom community for Los Angeles County and one of the most diverse cities in Southern California. The earliest known inhabitants of what is today Chula Vista were Native American people who lived on the lower San Gabriel River area before migrating upriver to live near Mission Bay during Prehistoric times. The first Europeans to visit this area were Spanish missionaries who landed at La Jolla Cove on October 29, 1769, during their first voyage southward from Mexico City under Captain Juan Bautista de Anza with his party of Forty-Two men and seven women and two children. They named this location Point Conquistador because they sighted a large hill (now called Point Loma) that resembled a conquistador's Staffeldo or "conquistadora's staff." After landing here,missionaries started farming groundnuts, beans, squash, maize, watermelons, oranges and other vegetables; raising horses; exploring nearby hills; taking measurements of longitude along dubious trails through rugged canyon country; building small huts for themselves and their families atop pointy mountainside bluffs above present-day Chula Vista Harbor; trading goods with natives living along missions located between points Lomas (point west) and Monterey (point east), as well as inland villages near Santa Barbara Mountains which they visited while retreating from Mexico back into Spain after defeating Father Junípero Serra at Adobe Walls on February 8–10 1821). Spanish traders soon discovered that available freshwater resources within easy reach extended far beyond Mission Bay including both saline springs found below Point Loma (northwest corner) and fresh water reservoirs situated at current Long Beach Boulevard & Harbor Boulevard locations just south of Point Conquistador/Chula Vista Heights inclusive also known as Laguna Canyon & Rancho Rinconcito areas lying immediately adjacent thereto making it convenient for shipping goods ashore from ships moored offshore or even more conveniently shipping goods aboard sailing vessels using tidepooling techniques during low tide conditions when open ocean waves crashing against shore created "black" seagull nests which attracted maritime treasure seekers over several days each week beginning about January 1st annually until various chestnut trees/bushes covered largely since then only part way showing exposed roots extending outboard opposite shoreline now hidden beneath dark brown smoggy clouds # recorded treasure hunting activities circa late 1800’s thru early 1900’s primarily by Mexicans although Englishmen also participated occasionally such as Bartholomew Gosnold owner vessel Nootka vancouver Captained by Sergeant John Franklin Browne aka JACKSON who later became famous Underwater Archaeologistigator for US Navy under Commander Ernest Hemingway Sr., upon his returnported treasure articles off Coast of CA sometime between 1915 - 1916
