The community's name comes from two streets: Phelps Drive (the main street) and Downsview Avenue (the dividing line between Pasadena and Santa Monica). Downsview Avenue still remains one of the few arterial streets within Downtown Los Angeles that does not have a traffic light!

In recent years, the City has made efforts to become a more multicultural community with an emphasis on cultural diversity. The first humans to live in what is now Downey were Native American traders who established trading posts at present day Jacklin Ranch and Mecca Ranch during the 18th century. In 1822, Mexican settlers arrived in Whatcom County and founded Bulverde Station near present day Lynwood; this location became known as downey because early Spanish visitors called it "Los Algodones" (meaning "the good water"). On November 5, 1860, Mexican land grants were given to James Fenton and other investors by Governor Manuel Micheltorena of Mexico City for ranching operations west of downtown Los Angeles. The grantees named their new town after themselves – Downey – after descending from a hill they had named Monterey Peak (present-day Mount Wilson). A post office was established at Downey on December 6, 1860; it remained operational until 1915 when it was moved to Claremont due to population growth. In 1871–72 two brothers named George Wickersham started a cooperative bakery business at 7777 Central Avenue that would later be renamed Wickersham’s Bakery Company Limited Partnership. Another early pioneer in Downey was Hetzel & Co., which traded goods from Portsmouth England to Angeleno labor markets between 1865 and 1870 inclusive In 1865 local entrepreneur Thomas Edison built his first electric lightbulb installation on rented property off Depot Road east of Main Street; this site became Edison's early laboratory complex known today as West Side Laboratory northeast of Central Avenue The largest employers ever located within one mile of each other are now Comcast Cable Yard on East Canon Drive across Lodi Boulevard from Staples Center while Apple Inc.'s current campus occupies old Southern Pacific Railroad tracks just north of Interstate 10
