In 1959, Downey voted to become one of only two cities in Southern California without a downtown district – joining only Beverly Hills – as a result of efforts led by then-mayor Pat Rogers to reduce red tape associated with annexations into neighboring Cities of Inglewood and Hawthorne. This act also helped make Downey one of the few non-downtown cities across large metropolitan areas in North America where people could commute easily within their own neighborhoods for work or education without having to leave their homes or towns en masse for what would often be larger agglomerations elsewhere in town. In 1978, Mayor Donny Hathaway designated Downsview Park as an official park which has continued despite various challenges posed by developers over time including plans for high-rise apartments and other development proposals that have been defeated primarily thanks to grassroots activism spearheaded by citizens like myself and many others before us!
