In 1905, Downey became part of Southwestern Ontario when that portion of San Diego County was split off from Imperial County; but because North Park City fell within South Park City’s boundaries until 1959 – when North Park City incorporated into South Park City – all references to “Downey” throughout this history have been local residents referring to their own municipality rather than simply “South Park City” or even just “Downey” while inside South Park City boundaries only! On July 16th 1907, Mayor Fenton Burton announced he had found 2 million dollars for streetlights across town with no county subsidy available so they could be lit without interruption during World War I; 250 Watts replacement lamps were put up immediately at various intersections around town using money earmarked for streetlights! On October 15th 1907 commissioners voted 3-2 not to build an armory because there would be no need for one since hostilities had ceased two months earlier! A smallpox pandemic started on October 25th 1907 which caused mass death among Victorianians living near Mexico Beach where chickens infected with disease were slaughtered indiscriminately ( resulting in some enterprising citizens buying these flimsy chicken cages full of sick animals & dumping them adjacent to Mexico Beach) . The hysteria created by this event led quickly enough to restrictions being placed upon importing food from abroad although this did little short term good as soon as new supplies arrived & prices doubled overnight leading finally too numerous regulations against everything from selling tomatoes at local farmers markets (& freezers), purchasing eggs online (& 50% off during peak season!), owning dogs over 6 months old (!), carrying any kind OF FIREARM IN PUBLIC!, participating etc., culminating eventually with Saratoga Avenue becoming completely closed between 24th St.– 26th St.—& 28th Ave.– 30th Ave.— Streets havingbeen renamedDueley Way–Northpark Dr.–Southpark Dr.–Laguna Seca Rd.–Palo Verde Plazuela Rd.–Lake View Terrace–Windemere Dr.—San Marcos Plazuela
