In 1868, following the Mexican-American War, Californios under General Antonio López de Santa Anna established themselves at Whatcom Creek near present-day Downey Boulevard and Edison Road. In 1871 they founded City Hall on Broadway near where Union Station now stands. In 1906 construction began on what would become Kaiser Air Force Base; however development did not continue because WorldWar II delayed military activity at the base until 1946 when it opened to civilians. The post-war boom for Downey started with both jobs at Kaiser Air Force Base and growth in housing due to annexation by neighboring unincorporated communities such as Garden Grove and Huntington Beach during this time period. During this time period a new downtown skyline was built with high rises that remain today.
