The first people to inhabit what is now Highland were the Ohlone people who lived there for centuries before migrating westward in search of new land and new cultures. In 1851, The United States acquired Rancho San Miguel from Don José Peralta for $8,000 dollars. This grant provided much needed grazing and irrigation lands for both farmers and ranchers in the Central Valley region. Today, many descendants of those early settlers still live in Highland or adjacent rural communities including Amador Heights, Belmont Avenue and Newhall Creek townships. Some key moments during history that have shaped Highland are when it became a post office in 1888 (under Ulysses S Grant), when it became a city on November 3rd, 1912 (based on a vote by Mayor John Witherspoon), when its economy went through huge growth with businesses such as Alcoa Rubber Company doing well during World War I and Prohibition; and finally when its population reached 6,700 by 1984 following years of rapid growth due to high fertility rates among Mexican immigrants working in agriculture hereabouts! Highland, California is a small city located in the southern part of San Bernardino County. The population was 4,692 at the 2010 census. Highland is considered to be an agricultural town with a rich history dating back to the 1850s. The first Europeans to visit what is now Highland were Spanish missionaries who arrived in 1769 and named it San Bernardino de los Cárpados (San Bernardino of the Padres). In 1821, Rancho buyers from San Francisco sent two men overland from Sacramento to purchase land east of present-day Highland on which they would build a rancho. The original site for the rancho was about three-quarters of a mile north of where it currently stands. In 1853, Mexican Americans founded Ranchero Foothills near present-day Highland on some grazing land that had been given to them by American ranchers as part of Treaty #6 between Mexico and Great Britain. The Mexicans called the area "Cali" because it resembled CALIFORNIA (the state name at that time). Eventually, other people living in California also decided to call their new community "Highland." In 1875, Congress passed legislation creating Highlanders into an official Californian tribe under the laws of Chico County. At this time, only Indians could own land within California and so Highlands became one of just a few Indian reservations in America. It remained an Indian reservation until 1959 when all reservations were terminated by Congress pursuant to the Ulysses S Grant Executive Order 9285 entitled "Indian Reservation program." During World War II, much housing was built here including barracks for military personnel while also being used by civilians as temporary dwellings during construction projects around Southern California. Postwar repeal led to increased population growth and development pressures along with decreased resources making Highlanders increasingly reliant on government services such as water rights and education support programs unique among UACR tribes statewide at that time. Today there are more than 1,500 descendants living in Highlander including many schools and businesses which maintain strong cultural ties throughout these centuries

Capp. The area that would become Highland was first called Menlo Park, but it changed its name to Highland in honor of the home of Scottish general Sir John Alexander Higham, who had served in Mexico City during the Mexican-American War. In 1860, a group of settlers led by J.D. Hildebrandt set out from Menlo Park and formed what would be known as the Arroyo Seco Company and began irrigation farming in what is now Highland. In 1865, they abandoned their land south of present day Highway 99 because it became available for development east of that highway. The first post office at Highland was established in 1867 and remains operational to this day.
