It is a well-known fact that firearms have been used in various forms for centuries in the area now known as Highland, California. The first record of guns being used in this region can be found dating back to 1854, when gold was discovered in the area and silver was also discovered. As Gold Rush times progressed, more and more people began heading to California to find wealth and opportunity. With so many people coming into the state, it became necessary for counties such as Kern, San Bernardino, Los Angeles County and Orange County to come up with laws and regulations governing firearm use. In 1865, an ordinance was passed by Kern County that banned handguns from being possessed by civilians without a permit. This law did not go into effect until 1923 when it was amended to allow for carrying of handguns on public property with no restrictions whatsoever. In 1932, another ordinance was passed by Los Angeles County which regulated the sale and possession of firearms throughout the county. This provision did not take effect until 1934 when it was revised again. Many different changes were made to these regulations over time as new technologies emerged or changes in society occurred. For example, during World War II there were several gun control measures enacted which limited access to firearms by those who could not meet specific qualifications or who were otherwise exempted from owning them (i.e., servicemen). After the war ended however, many people returned home with confiscated weapons and these weapons soon became a part of Highland's history as well. Today there are still some remnants of these old Gun Control Regulations which remain in place today including requirements that individuals must apply for a permit before carrying any weapon anywhere within the county limits (though this has started to change recently as applications have become easier available online). Additionally, although shooting ranges are no longer allowed within city limits within Northern California; handgun owners are still required to obtain permits from both City Managerates located inside city limits while shooting at ranges outside of city limits will still be allowed subject to certain restrictions such as distance from schools/ communities etc.).

Highland is a census-designated place in Kern County, California, United States. The population was 1,816 at the 2000 census. The name "Highland" is derived from the Peaks of Otter and was first used by Captain Hernando de Soto on his return journey from Mexico in 1542 as part of his survey of the West Coast. The Rancho San Pedro Rey de la Sierra grant that included Highland was given to Juan Bautista Alvarado in 1833 by Governor Manuel Micheltorena. He named it after Mount Diablo, which he had seen while exploring the area in 1769. In 1872, John Cranch discovered oil shale near Highland and began drilling for oil there. In 1908, American Oil Company leased land south of Highland for production of gasoline and oilskins; this site became known as Midway Field. In 1916, American refineries were built at Midway Field and several other sites along the Kern River Valley during World War I; these facilities continue to produce fuels today. In 1933, when National Broadcasting Corporation (NBC) opened its network's headquarters downtown Los Angeles with then-new studios on Flower Street behind Coit Tower (now Hollywood Boulevard), NBC set up a broadcasting station at Highland called KGO-TV; this station remains operational to this day as one of LA's three major television outlets (along with KTLA and WETA). A new high school was opened northeast of town in 1957 by Pahrump Unified School District #1 after voters approved a bond issue to build it; the school system closed down in 2002 when Pahrump Unified merged into Anza Union High School District #2. An agreement was reached between Anza Union High School District #2 and Pahrump Unified School District #1 on November 21, 2006 under which Anza Union will open its doors to students from both districts beginning with the 2007–2008 school year instead of having students attend one district for an obligatory two years before being able to transfer to another district. This would allow more students who are not Native Californians or residents of Kern County to attend public schools outside their home community without feeling forced or discouraged from attending because they may be unable or unwilling to meet eligibility requirements set forth by either district
