The town had a population of about 180 people in 1851. The first post office in Highland was established in 1852. In 1859, the town became part of Yolo County. Highland's first school was built in 1865. The town's first mayor was John Fenton. In 1870, Highland annexed the villages of Lassen and Parkville from Sacramento County. In 1888, Highland annexation added Alta Mesa to its boundaries. In 1912, it merged with neighboring Lassen to form the present-day city of Highland Heights.
