After World War II ended, many new businesses were born in Imperial Beach such as software development companies and data storage companies. As a result of this growth, more houses were built and traffic congestion began to increase . In 1968, Emperor's beach casino opened up in downtown imperial beach which quickly became one of the most popular casinos in California . This caused increased traffic congestion so developers started looking for ways to alleviate this problem . One solution was to build a bypass street which created an underground roadway connecting downtown with seaside neighborhoods . This bypass street became known as "The Embarcadero". Since then , Imperial Beaches have experienced significant growth but much still needs to be done such as increasing housing options along With State Street while still accommodating all types of visitors
