Imperial Beach is a town in Imperial County, California. The population was 31,814 at the 2010 census. It is located on the San Dieguito River and shares borders with Carlsbad and Vista. The name of the town has been changed many times throughout its history, but it is most commonly thought to be derived from "Island Inlet", which in turn comes from Spanish "Isla de las Islas." The first inhabitants of Imperial Beach were Native Americans who lived along the coast for centuries before becoming shipwrecked sailors. They named their land Isla de las Flores (Island of Flowers), after flowers found near their ships. In 1849, construction began on what would become the first post office in Imperial Beach. By 1865, there were 10 buildings in Imperial Beach with a population of 128 residents. Cook recommended that a port be established at Imperial Beach due to its potential for trade with those areas beyond America's shorelines. In July 1870 Captains George Vancouver and David Livingstone discovered Mount Shasta while exploring Northern California; they named it Victoria Peak after Empress Victoria of England (who had visited California earlier in 1846). In 1875, the U.S. government acquired 1,000 acres of what is now Imperial Beach from the Mission San Diego de Alcalá for $20,000. The land had been part of Rancho Petaluma and was leased to Isabella Maria de los Angeles y Cisneros by first President George Washington in 1776 as part of the Treaty of Paris following the American-Spanish War. The mission was destroyed by a fire in 1836 and its replacement, the Mission Santa Ana del Rey (Mission Reach), was dedicated in 1838. In 1849, Commodore John D. Sloat captured Portobello Island from Spain during the Mexican-American War and ceded it to America under the Treaty of Guadalupe Hidalgo. In 1870, Calafia Water Works Company began operations on Point Lobos Road between present-day Marina Boulevard and Government Street within what is today Imperial Beach's city limits; this company became state-owned in 1907 when California became a republic. In 1888, California State Normal School opened at Point Lobos with instruction in physical education for men only; it remained an all-male institution until 1943 when women were admitted as students. The city's population grew rapidly after annexation by Los Angeles County in 1928; according to one source, "in less than 10 years (1928–31) [Imperial Beach] had more people than any other municipality east of Pasadena." Growth caused problems such as inadequate housing and transportation options; however, development has since slowed down due to environmental constraints including increased sewage overflow into Pacific Ocean waters from nearby homes and businesses along Shoreline Drive Naval Shipyard & Marine Park boundaries
