Laguna Hills is a census-designated place in Orange County, California, United States. The population was 5,868 at the 2010 census. It is part of the Anaheim metropolitan area. Laguna Hills is one of two cities in Orange County; the other is Costa Mesa. The name "Laguna" comes from Spanish and means "the pool." The first inhabitants of this area were Ishmaelites who settled here about 1848 and called it Rancho San José de la Laguna (or Rancho Rinconada), after their rancho near La Jolla. In 1854, Mexican citizens Miguel Angel Menéndez and Pedro Tío Cisneros bought Rancho San José de la Laguna from the Ishmaels for $5,000. They named their new land Los Angeles but soon realized that they could not build a house there because of availability of building stone onsite. So they changed their name to Laguna Hills and began to enjoy all that the site has to offer: beautiful valleys with rolling hills, sparkling waters, citrus groves full of fruit trees, crystal clear springs and plenty of music on Memorial Day weekend when servicemen would march through town playing bugles while supplying ammunition stores for General Ulysses S. Grant's army fighting in the American Civil War at Black Hawk River Valley between Santa Ana and Fullerton National Parks.. In 1924 residents voted to change their city charter to allow more independent control over its government by a unicameral council formulating laws without input from the mayor or City Council members which has ever been done in Orange County before or since then except for some special municipalities such as Westminster where voters adopted a charter providing limited government services within limits set by local authorities rather than having an elected mayor/Councilhead with broad powers over all municipal activities including laws passed without input from residents). After years of discussion among city officials about how best to proceed (and public opposition from some quarters due to fears that an elected governing body would be dominated by business interests) commissioners finally recommended adopting this unicameral form which became law on January 1st 1925 with Mayor John Hightower as chairman with Mayor Arthur Ashe as Vice Chairman responsible for operations outside the legislative session while City Clerk Harry Crosby supervised day-to-day operations inside the Legislature chamber under direction of Mayor Hightower.. This situation reached such proportions that even though both men had served continuously since 1921 both men were eventually replaced by different appointees effective June 1st 1942 when Mayor John Dyer took office after being elected unopposed following passage of a charter amendment authorizing him subject only to impeachment proceedings if he failed “in performing any act properly connected therewith” according to articles 3(a) & 3(b)of LA Municipal Code 1913).
