The next year saw the incorporation of 14 other villages within Alameda County: Albany Park (1916), Berkeley Heights (1917), Brisbane (1918), Carpinteria (1920), Community Hills (1920), Downey (1921), Elk Grove Village (1922), Elmira Heights( 1923), Fruitvale( 1924) and Livermore Falls( 1925). In 1927, when Bay City was annexed into Oakland by the city propers growth along Telegraph Road led to increased traffic through downtownOakland on then- scarcely traveled West Boulevard which then crossed median between northbound BART tracks at 12th Street BART Station & southbound Main Street BART Station creating 4 lanes in each direction with space for only 1 carriageway per track width; this caused serious delays for commuters travelling to jobsites in downtownOakland during morning rush hours; Mayor Richardson appointed engineer Wirt Hinton to study solutions & recommended turning westbound BART trackage into one long freeway called "Parkside Drive" which would have eliminated these delays; but due to political opposition from then-City Manager Richardson & Mayor Emery both wanted their own namesake streets within city limits & opposed any annexation by Oakland so Parkside Drive was eventually renamed MacArthur Avenue after General James MacArthur who served as Commandant of Training Forces at Camp Pendleton during WWII & helped turn that camp into an Army base; later Caltrans built I-580 across Telegraph Road from where MacArthur Avenue crosses I-880 just outside of Downtown Oakland bringing even more traffic congestion problems to our area!
