In 1951, Mrs. Florence Parkinson donated her estate to the town for use as a public open air shooting range (now known as “Parkinson” Field). The range has been in continuous use ever since; it is now available to all citizens without charge (except for special occasions such as Fourth of July holidays). In 1976, Amendment No. 3 to the California Constitution granted city residents certain rights with regard to guns within their city limits; these provisions apply specifically to San Buenaventura Ventura . The area now known as San Buenaventura Ventura was first settled by the Ohlone people in the late 1700s. In 1836, when Mexico won its independence from Spanish rule, the area became part of Mexican territory. The town of Ventura was founded in 1849 by Captain José María del Valle and his wife, Margarita Gutiérrez de la Hoz. The town grew rapidly and by 1864 it had a population of over 5,000. However, during the Mexican Revolution (1889-1910), Ventura was one of the few towns to remain loyal to Emperor Maximilian I of Mexico. After Maximilian's death, Guerrero took control of Mexico and Ventura reverted back to Mexican rule. During World War II (1939-1945), Ventura served as an airfield for American bombers bombing Nazi Germany. Ventura experienced a large influx of refugees after the war began and by 1951 it had reached its present size. The city was officially incorporated on October 15, 1951. Over time, growth in Ventura has led to increased traffic congestion and environmental pollution; however, Mayor Antonio Villaraigosa has been working to combat these issues with various initiatives such as developing a new downtown district and increasing funding for public transportation
