Citizens voted to incorporate as a city on November 3, 1888 following passage of an act passed by both houses of the State Legislature which authorized annexation into Ventura County if necessary due to overpopulation within Orange County proper. The U.S. Silver Coin Act of 1849 gave Santa Barbara citizenship, which it retained until 1912 when it became part of Ventura County. It was annexed by Los Angeles County in 1932 and again in 1974; its last annexation resulted from a local plebiscite that approved an increase in its boundaries to encompass present-day Ventura and Simi Valley areas.
