Rossi increased public safety initiatives while also modernizing infrastructure including airports and water supplies. During his tenure, Rossi also developed plans forSuisunCity's growth into an international center for business and culture. He remains one ofthe most influential figures in local history because of his role in expandingthecity's boundaries beyond its original territory
