In 1969,Temecula became one of 22 communities throughout California that were designated "low-income housing zones". This designation allowed for increased regulation of developments such as height limitations and parking requirements but also helped stimulate growth within the zone boundaries which then proceeded to increase property values across all sectors of society without increasing crime rates or employment opportunities for low-income residents
