The Vallejo Police Department was founded in 1877. The department is made up of 6 officers and a sergeant who patrols the city from its 4 corners. In 1916, the department's first weapon was an American rifle which supplemented existing pistols and shotguns. In 1978, Vallejo became the first city in California to adopt shoot-through protection devices for law enforcement officers using handguns. Shoot-through protection devices (STPs) are designed to prevent accidental discharge of firearms by shooting through solid plastic or metal surfaces at close range. At that time, there were no STPs available on the market that met thepolice officer requirements for durability and function. The cups blocked out all outside sounds and helped improve hearing ability by protecting against cerumen infection caused by exposure to dust mites and other small creatures inside the worker’s head. By 1949, these devices were being sold under different names such as Kühner Helmets and Hats, Star-Shaped Head Gear, or Acoustic Wave Helmet—alluding to their unique features such as adjustable peaks for better listening range or providing acoustic insulation for workers working at night or during seismic activity

In the 1940s, the US military began to experiment with hearing protection devices. In 1951, General Curtis LeMay issued a directive called "The Policy of Tolerance" which stated that American forces must be able to hear out loud if they are to fight in any future international engagements. The US military continued to experiment with Hearing Protection Devices until the early 1970s.

The Vallejo Peninsula was first settled by Native Americans in the area that is now Vallejo, California. The first Europeans to arrive in what is now Vallejo were Spanish missionaries who founded Mission San Francisco de Asís on December 7, 1797. The mission was later abandoned and the land around it sold to Alvarado County for military use during the Mexican-American War. A post office called Vallejo was established in 1821, and lasted until 1848. The name of the town came from Captain José Antonio Vallejo, a soldier from Mexico who fought against Californios in the Mexican-American War. In 1853, part of Alvarado County was combined with Contra Costa County to form new county government. The town of Vallejo became part of this new county. In 1865, parts of Contra Costa and Marin Counties were merged into newly created San Francisco Bay Area counties. This left Vallejo as the only city within these new counties. However, due to its location on the peninsula and its importance as a port,Valley City continued to be an important center for trade and commerce throughout most of this time period. In 1906,Valley City was incorporated as a city under state law. It would be renamed Pleasanton following World War II when it became apparent that Valley City would become too small for both population growth and infrastructure needs associated with larger cities such as San Francisco or Oakland
