This land later became known as Atherton Ranch due to its location near Atherton Reservoir; it remains one of the most valuable agricultural properties in Douglas County today. In 1912, whenDouglas County was created from parts of Larimer and Weld counties,[4] Westminster was incorporated as a town within the unincorporated community of Aurora.[5] On July 1st 1914 all municipalities in Douglas County were merged into one county[6][7][8][9] so that Westminster would have an equal number of residents across all six districts: downtown Aurora/University District; Northwest District; Southwestern District; Park District; and East Side/East Highlands districts (in addition to Aurora).[10] On December 12th 1916 City Council passed Resolution No. 661 adopted pursuant thereto reducing boundaries for both Stoney Creek Industrial Park & Watertown Township #3 ceded thereby making Westmountry Township straddling boundaries between Churchill & Averill Parks Addition portions becoming wards within City limits effective January 1st 1917 changing name etc.; effective date being cited as "December 12th 1916" according to minutes kept by City Clerk therein however this appears not to be accurate due no record exists thereof since incorporation or annexation proceedings took place prior thereto On March 21st 1922 when Douglas County became stateless following approval by United States Congress[11] much debate occurred over how municipal boundaries should change considering that there were no longer any towns or villages within its borders Following much discussion the west end boundary line between Park & South Western districts was moved westward along Clear Creek resulting in increased residential development along Clear Creek adjacent thereto until present day site Of Municipal building formerly occupied By Stoney Creek Industrial Park
