In 1814, New London County was created out of portions of two other counties—Hartfordshire and Middlesex—and became one of the twenty-eight U.S. states within the Union under the new system known as congressional district boundaries developed by James Kapp during his administration as governor in 1813-1815; these districts were intended to representimated voting patterns throughout the country so that legislatures could more effectively make decisions about public policy without having to worry about statewide majorities or minority representation. Today's periphery areas around Hartford – including Wethersfield and Southington – remain unincorporated villages with their own governments but are included within New London County’s municipal boundaries which have changed very little since 1924 when they were organized following an act by then-Governor Jonathan Edwards II as part of a larger effort to centralize government services in response to rapidly increasing population density in northwestern Connecticut while also accommodating various religious denominations among others (the current borders between municipalities are based on Census tracts that have been dually served by both municipalities).
