In 1951, Winter Garden became an incorporated municipality with a mayor and three trustees; it annexed neighboring towns Crystal Lake and Deer Park in 1957. The population peaked at 3,542 in 1990 but has fallen steadily ever since then due to suburbanization and other factors such as increased visitation for Walt Disney World Resort attractions nearby (Winter Garden has no direct connection to either park). As of the 2000 census, the population was 2,914 people. According to the 2010 US Census Bureau report "Winter Garden: A Profile", Winter Garden ranks 8th largest city or town within Florida's Orlando-Kissimmee-Hollywood MSA with 1 million residents/1 million households/0.8% of total Floridian population/2% of total US population growth rate between 2009 and 2011."Among Floridians age 25 years or over who identified themselves as having lived in one of Florida's 100 counties during calendar year 2009," Winerarden ranks 7th most populous city or town within this same MSA" with 1 million residents aged 25 years or older."This share of Floridian adults ages 25 through 44 living inside one of Florida's 100 counties increased from 21% to 27% between 2009 and 2011."
