This event marked one step towards eventually becoming an independent town but would not come about until 1862 when voters agreed overwhelmingly to create a council form government with three members instead of one member per township vote (the model still used today). On October 1st 1865 Abraham Lincoln was assassinated in Springfield making this day also noted as " Abraham Lincoln Day ". Although no further progress was made towards annexation until 1870 when voters again ratified Council form government this did not mean that Urbana either wanted or neededautonomy however over time some felt that having autonomous status may have been beneficial given their close proximity to Champaign/UrBN . Ultimately on December 13th 1870 Council formed under terms set forth by Act No 705 passed by both Houses giving autonomy but no formal charter was issued until May 14th 1871 when George Stephenson became Chancellor effective date . engulfing most if not all aspects associated with village life such as elections & infrastructure management etc... With much debate ongoing surrounding various aspects such as fire protection / ambulance service etc... finally annexed status came into effect January 1st 1975 ....
