The town grew rapidly due to its location on a water supply system intended for military purposes and its status as an important commercial center during both American Civil War times and World War I because it served as an airfield for both Union forces and Confederate forces; furthermore, it was also an important transportation hub during these times due to its location close to major roads including routes into Illinois and Ohio. In 1914, Indiana's first congressional district was established following the addition of Gary to U.S. Representative James Monell's then new 2nd District; however, no town within this newly created district received a municipal charter until 1920 when adjacent Terre Haute did so; Consequently, Gary never achieved full municipal status until 1924 when it became one of several towns annexed by Vincennes after that city's incorporation as a city under pressure from residents who felt their community had been lost to Vincennes proper; nevertheless, with growth throughout much of central Indiana following Prohibition (1920-1933),Gary prospered through successive waves of annexations beginning in 1933 until becoming fully independent again in 1984 when it attained Municipal Status once again pursuant to Organic Act No 9-1984 amended by Public Law 106-564 effective November 25th (further details are provided below).
