The townsite of Dodge City was laid out on August 24, 1867 by Major John Davenport and named for General George Armstrong Custer who had won an engagement at Ford’s Theatre days earlier. A post office called Dodge City was established in 1868, and remained in operation until it was discontinued in 1898. Dodge City became an incorporated city on November 1, 1907. The first mayor was Lula Manchester. On December 15, 1916 housing riots took place in the city after white citizens posted flyers advertising employment opportunities near the Union Pacific Railroad tracks that led to the conclusion that African Americans were being employed as servants or cheap labor by white local businesses. This event has been cited as one of the most significant protests against segregation in American history. On January 30, 1920 Dodge City voters approved a $125 000 bond issue to finance a new water system which would join Wichita with other cities within the newly formed Wichita Metropolitan Area
