In 1813, Confederate General Robert Ewell attacked Yorktown Peninsula while Union General David Hunter was besieging Fort Donelson near Knoxville;[1] it would be another five years before Richmond would come into play again when Hunter unsuccessfully besieged Petersburg during the American Civil War.[2] During Reconstruction following Reconstruction South Carolina became the first state to secede from the United States after being occupied by Union forces during the war; this event helped ignite violence across many southern states which led to increased military presence throughout much of East Tennessee and West Virginia including Richmond which saw increased competition for jobs from east Tennessee coal miners who were seeking relief from harsh labor conditions at mines operated by Aspinwall Coal Company executives who refused to recognize any form of racial equality or equal rights for black people despite them working side-by-side with white men for decades without incident until 1863 when African Americans began running mines along company lines Free Black Mine Owners Association (FBOA) opposed efforts by management to integrate workers into white society but did not organize themselves against their employers however some members did start unionize within weeks of incorporation FBOA disbanded shortly afterwards prior to discrimination becoming institutionalized within Mines Owned Enterprise (MOE)
