The village had no public services other than platting out streets and erecting schools until it received municipal services through annexation by Bangor in 1934 which made Waterville a borough with full power to enact ordinances without prior approval from the mayor or common council but no vote necessary. Waterville feltisolated from most aspects of Bangor during World War II as much of their economy depended on munitions manufacturing located outside of town so many residents did not support war efforts although some men did serve locally including local hero Sgt John Fiske who fought at Normandy beachhead on June 6, 1944 as part of Operation Overlord When New England Electric Power Corporation (NEEPCO) began electricity transmission downriver from Canada starting in 1947 much attention was brought up throughout Maine over whether or not they should build a second line across town going into downtown because this would mean more people living within easy driving distance for all sorts of needs such as grocery shopping, transportation, entertainment etcetera thus giving rise to what is now known as "Downtown waterville."
