The origins of Norfolk can be traced back to 1881 when two men named John Haddock and James Aiken founded a small community on the east bank of the Missouri River known as "Norfolk". The name "Norfolk" originated from a location in Scotland called Fortevick which was once home to an English military unit. In 1903, Norfolk became an incorporated city and changed its name to "Norfolk". It remained one until they merged with Council Bluffs, Iowa in 2001. At that time it became part of the Omaha-Council Bluffs Metropolitan Statistical Area. In 2009, Norfolk lost their charter as an incorporated city but still remains one today. It is located just east of downtown Omaha along I-80 and has easy access to all that Omaha has to offer including shopping malls, restaurants, theaters and other local attractions

The city of Omaha was incorporated on December 5, 1889 and grew rapidly because of its location on the Iowa border and its access to transportation thoroughfares such as Interstate 80 and Highway 52 (now Interstate 90). When Omaha annexed Liverpool Township on November 3, 1907, it claimed all but 1/4 mile (1 kilometer) of what is now Norfolk; this included most of present-day North Omaha east of I-80 and west of State Street between First Avenue and 19th Street.
