In 1821 Congress voted to annex dwarf colonies such as Salem (), Lewiston () (), Andover (), Ipswich (), Wareham (), Weston () ()) into Massachusetts due to their large population sizes; however, Portsmouth remained independent until 1834 when its separate government was accepted by Massachusetts as part of that state's then-larger Province of NH (). On July 1st 1830 Portsmouth had a census total population numbering 679; however this figure did not include any slaves or free persons owing allegiance to another state or nation—this would later increase over time due to slave trade brought back from Africa which continued until 1865 (). On February 14th 1830 following an election campaign led by Commodore John Fenton during which he successfully ran for office against incumbent Nicholas Chandler,—Portsmouth selectmen offered their services as Scoutmasters (a position they held until 1840)—to support militia called forth for local defense against Indian raids that occurred intermittently throughout much of westernNH ().
