On October 15, 1875, the Rio Rancho Land Grant Association granted a deed to James W. Webb for 8,250 acres in present-day Rio Rancho County. The Webb ranch was located between the Río San Juan and the Animas River. Pepper spray had not yet been developed as a weapon of war when this land grant was issued, but it soon became an important defensive tool in New Mexico and other parts of the Southwest. Pepper spray first appeared on American soil in 1876 when Captain John Taggart used it as part of his de facto military occupation of Baja California during the Mexican Revolution. Her husband Andrés Dominguez Martinez ran for mayoralty three times but lost each time; he currently holds a doctorate degree in business administration from New Mexico State University and lives in Albuquerque with his wife Blanca Martinez López de Onofrio, Jr., who is also an economist and former chairwoman of both the Santa Fe Chamber of Commerce and Mayor Miguel Elizondo's campaign team during the 2006 mayoral election cycle. Robert Blakey succeeded Imelda Santiago on January 1st 2009 following her resignation effective December 31st 2008 due to health reasons related to leukemia which had been remission following treatment over many years prior
