In 1907, after having served as both city councilman and mayor from 1902 to 1906 under three different mayors (John Waddell*, James Pendergast*, Elisha Holmes), incumbent Mayor John Fenton announced his candidacy for re-election against Republican challenger Averill Cookson* II but died before he could participate in the election campaign proper - leaving Cookson to run unopposed.* Fenton had been an important leader during World War I* and later served as president pro tempore of the General Assembly from 1925 to 1928(*). After spending six years out of office came another term as mayor during which time much progress was made downtown including completion of Market Street between Broad Street and Exchange Drive; enlargement of City Hall; construction of new schools – one high school west side behind City Hall (1930); annexation by Raleigh† (*) ; establishment of Parks Department; creation/organizationof Redevelopment Authority; development/establishmentof Planning Department etc.; erection/installationof new municipal building etc.; growth rate among residents reversed from earlier 1920’s levels† (*) . Thereafter he retreated into private life until retirement at age 83 in 1969(*). Growth rates increased again through 1980’s but leveled off due largely to recession brought about by oil embargo† (*). In recent years redevelopment has picked up pace with plans for FARo Shopping Center being completed opposite City Hall (2005); addition of restaurants & nightclubbing around Main Street roundabout etc.; efforts to improve public transportation links via MARTA service¶ [*]. Finally within city limits some infrastructure such as water treatment plant have been built recently while others like Overton Park have seen development proposals pending approval¶ [*].
