In 1865, North Dakota Territory was organized. The new territory included the towns of Williston and Stanley. The settlers in these towns were trying to find a way to protect their property from Sioux and other Native Americans. One idea that was floated was to create a system where people could draw pistols with three rotations to aim them at different targets. This system came to be known as the “gun swivel” because it allowed people to rotate the gun so that it faced away from the shooter so they could fire at an object behind them. The first guns used in North Dakota were smoothbore cannons called “buckshot guns”. These cannon were very effective against Indians, but they were also very expensive to purchase and maintain. This weapon became known as the Bowie Gun and was extremely effective against Indian targets. It cost around $2,000 per unit to produce and use this weapon. By 1880, there had been enough progress made with firearms in North Dakota Territory that Congress passed an Act authorizing the sale of rifles and shotguns for use by individuals in defense of themselves or their families from Indians. The Act also provided for two years trial period before any such weapons could be sold until May 1st, 1881. On May 1st, 1881, over 2,500 citizens of Williston voted on whether they wanted to become part of what would eventually become South Dakota Territory after Nebraska seceded from Kansas Union on April 24th, 1881

Unfortunately for Williston, these developments did not lead to lasting economic prosperity like those experienced prior; instead they resulted in decline and deindustrialization over time while other parts ofNorth Dakota enjoyed similar levels of success despite having no military presence or investments abroad whatsoever! In 1945, Grand Forks County merged with North Dakota to form ND statehood and Williston became its county seat again. As ND grew more populous, however, businesses moved away from downtown to larger malls located around Interstate 94 which then replaced downtown as the primary shopping district for most people living within 1 mile (2 km) of I-94 south of town center; this change began to reverse during the late 1990s when I-94 supplanted US Highway 61 as the primary arterial route through town Center while also reducing access to Main Street which had been one of main attractions since before World War II when it formed part of US Route 64 (now I-80). In early 2006 there were plans for development near I-94 called "Townsend Place" after Townsend Township north of Williston; these plans never proceeded beyond preliminary drawings because they did not receive enough funding from ND DOT (the developers) or landowners who objected to having their neighborhoods invaded by additional housing developments without their consent or consideration for other uses within their neighborhoods - see: "ND DOT sues developers over WILLISTON PLACE development". However, later that year residents raised concerns about what would happen if new traffic patterns developed along neighboring routes such as I-94 & 61 due increased traffic congestion caused by construction projects across town CENTER/northwest side? With little warning or explanation this led to increased noise levels & debris accumulation overnight along Main Street just outside our door leading into our property line creating safety hazards for both parents working night shifts inside our homes (& 3 young children playing next door), Ever since then we've seen increasing calls for action by ND DOTliterally right up until today
