Pepper Spray Use In Delaware County Pepper spray became an official weapons policy of the Delaware County Sheriff's Department after being approved by their commanding officer on November 7th, 1984. This decision followed a series of incidents where citizens had become angered or threatened by deputies using pepper spray during encounters with suspects or civilians. Deputy Joseph Saha had been issued pepper sprays during his time with the Delaware Sheriff's Department but found that they were not effective at controlling crowds or protecting officers from attack. He felt that better options existed for handling large groups of people instead of using force against them while they were unruly. After considering various methods such as training deputies on how to use pepper sprays safely, this decision was made to arm their officers with theseweapons in order to reduce potential injuries or fatalities while containing tense situations." The original design for this weapon involved three cans placednext to each other facing downward so that those wearing masks could put them on properly before starting the fire (Figure 1). This system provided good protection from attack however it required constant maintenance due to liquid leakage and frequent misdirection due to incorrect placement of cans (Figure 2). A new design was designed which featured four cans placed horizontally across a horizontal platform so that individuals could maintain COVERAGE FROM ATTACKS even if one can fell off (Figure 3). This system allowed deputies plenty of room to breathe without having their breathing apparatus compromised (Figure 4)."

Wilmington is a city in Delaware County, Ohio, United States. The population was 25,858 at the 2010 census. Wilmington is the county seat of Delaware County. It lies on the southern edge of the Toledo metropolitan area and is part of the greater Cleveland–Akron–Middletown Combined Statistical Area. This area would become known as "the Strip", due to its high concentration of businesses including warehouses, department stores, theaters, restaurants, and light industrial activities such as printing presses and shoe factories. During World War I veteran housing projects were constructed in central Wilmington in memory of those who served our country during that time period; these projects are still extant today and provide housing for numerous veterans every year throughout summertime.. By 1930 there were over 100 businesses located within walking distance of downtown including 27 banks (of which 10 were national chains), 12 insurance companies, 6 railroad stations (including two leading into Cleveland), 4 movie theaters (one multiplex), 2 hospitals/clinics (both operated by local physicians), 3 churches (one Methodist and one Baptist) and 2 amusement parks (). By 1950 there were only 15 businesses remaining Downtown but this number had exploded since then with new development being erected on both sides of downtown totaling over 200 buildings - making it one of America's most vibrant urban areas!
