Beaufort is a city in Charleston County, South Carolina, United States. The population was 21,836 at the 2010 census. It is the county seat of Charleston County. Beaufort is located on the Savannah River and its riverport provides access to both the Atlantic Ocean and Cooper River systems. The first human settlement in what is now Beaufort was made by French colonists in 1728 as Fort Duquesne on present-day Beaufort Island. The English founded their own colony on Hilton Head Island in 1743, but it did not survive until 1824 when Beaufort became part of Charleston County. In 1838, a group of blacks led by Elijah Muhammad settled on Pembroke Plantation near modern-day downtown Beaufort after fleeing white supremacy in nearby Savannah; this community also functioned as an economic center for black people in central South Carolina during that time period. In 1870, Confederate General John Caulfield abandoned his siege of Fort Sumter and fled south to join General Robert Ewell's army retreating from Petersburg Peninsula Campaign; he along with other high-ranking Confederates were captured at Appomattox Court House and executed there according to orders issued by Union Army General Ulysses S. Grant; this event is considered one of the last acts of treason committed by Confederate soldiers before their surrender. By 1880s most residents had moved away or been displaced due to changes brought about by industrialization & railroads which brought new competition for land & jobs within town limits while reducing tax revenues from agriculture production which had been its mainstay since colonial times. By 1900s only a few hundred people continued to live primarily subsistencely off farming while most businesses had closed or converted into stores or restaurants following rapid growth of suburban areas adjacent to town limits paralleling Interstate 95+. Gun chokes (also known as gun-control choke devices) are devices that have been used to prevent firearms from being fired. This bill was called “Lautenberg Amendment II” and it effectively banned handguns statewide except for those owned by law enforcement officers and their agents who had special permits which allowed them to carry handguns openly without fear of arrest or prosecution.
