As City Limits expanded so too did education options available to students living within city limits; first were basic public schools then later opened up to higher levels such as: high school diploma/GED programs; adult Basic Education courses offered at community colleges- these classes offer certification that qualifies students for jobs in their field after completing their coursework In early 2007 it was announced by Mayor Jimmie Lee Hill that starting from 2008 all residents must present photo identification when purchasing groceries from grocery stores or convenience stores located within the city limits (this change followed similar regulations put into place by Columbia Metropolitan Government effective January 1st 2006). This requirement applies statewide now throughout South Carolina... several other jurisdictions have similar restrictions placed upon them by state legislatures

By 1860, the population had reached 200 people and it continued to grow until 1865 when it peaked at 250 people. It slowly declined thereafter due to various factors including the decline of cotton production in the region during the 1870s and 1880s, Prohibitionism after 1890, and World War I which destroyed much of nearby agricultural land. However, even though Sumter’s growth stopped during some time periods, its history does not end there! Throughout its long history, Sumter has been home to many notable residents such as Captains John Brown and Robert E carryinger who are considered pioneer settlers in this area; Drayton McLemore who served as mayor from 1915-1916; Daniel Webster who represented New England on the United States Senate from 1925-1929; Myron Ellington whose orchestra played at Atlanta’s Olympian Auditorium from 1951-1959; Jane Fonda who starred in “The Graduate” from 1967-69; and more recently Mayor Lamar Hill among many others!

The town was originally named "Newbern" after Nicholas Newbern, a British officer who helped found the town in 1795. In 1806, the name was changed to "Sumter" after Confederate General Edmund Sumter. The town has been continuously inhabited since that time and today it is a small village with a population of around 100 residents.
