Pierre is a small town in the U.S. state of South Dakota, population 2,500 as of 2010. It is located on the Missouri River about 25 miles (40 km) east of Sioux Falls and 10 miles (16 km) west of Pierre. The community was founded in 1889 by French Canadian immigrants and became an American town when it was incorporated as a municipality in 1907. Pierre is also home to the Pierre-Lacombe National Wildlife Refuge, which straddles the border between South Dakota and Nebraska. Pierre's history goes back to 1851 when James Wirtz founded what would become Pierre on the banks of the Missouri River. The town grew rapidly during the early years of America, thanks to its location at one of the most important trade routes in those days. In 1890, with some additions from Germans and other Europeans who had come to America after Custer's Last Stand, Pierre became an American town under legislation passed by Congress that year. The first annexation by Sioux Falls occurred in 1902; however, this annexation was repealed two years later because Sioux Falls claimed land on both sides of the river for itself without giving up any rights to Pierre residents or businesses. A new annexation took place in 1904 when Sioux Falls merged with Rapid City to form Centerville-Rapid City Combined Statistical Area; however, this merger too was revoked a few years later because Centerville did not give up any rights to Pierre residents or businesses. In 1916, while World War I was ongoing, many Americans living near German troops camps along the Missouri River decided they wanted their own country too so they left their homes and towns behind and crossed into Canada looking for an open land route out of warring Europe. Along with these refugees were many Swiss immigrants who had also been fleeing Switzerland during WWI – but only a few hundred people made it all the way downriver before turning around and coming back home again once peace came back into Europe (see Swiss refugee crisis). When war ended less than two months lateranswers started pouring into south Dakota from all over America – including many farmers who had bought property along wartime supply lines – so much so that South Dakota’s governor offered amnesty to anyone who moved away from their homes before 1920 if they could provide affidavits swearing they would never return again: “It wasn’t until we got our act together pretty well that we said no thank you very much; because then there would have been more people moving here than ever before†says Mayor Harry Weiser aboutSouth Dakota’s response to WWII immigration policy at a recent outdoor gathering commemoratingthe 50th anniversary ofthe endofWWII). So effective were these assurances that within six months most everyone who had left during wartime had returned or were already settled back into their old lives! In 1927–1928 local politicians organized a referendum on whether or not Pierre should be annexed by Rapid City due primarily to concerns about water supplies becoming LIMITED due to increasing population growth combined with increasingly arid conditions across much southern Dakotahomeowners voted overwhelmingly against annexation! This rejection may have been due largely to fear among some citizens that rapid city growth would destroy rural values and lifestyle distinctive enough unto themselves that incorporation wouldn’t make them anymore? Anyway incorporation happened anyway because there simply wasn’t enough space for both communities within what are now considered metropolitan areas! In 1931–1932 another referendum resulted in incorporations being placed on several other nearby villages such as North Platte (1931), Brookings (1932), Watertown (1933), Faithful (1934), Kearney( 1934) & Dickinson( 1935). As time went on more incorporations took place outside even South Dakota proper including Huron County (!); Douglas County (!); Cass County (!); Steele County (&!!!) finally incorporating in 1938 after nearly 20 years without any formal action!!! All told since 1850 over 180 villages & towns have legally changed hands just associated with US soil!!!!
Pierre was founded in 1881 by Pierre N. Shriver, a Norwegian immigrant who had arrived in the United States in 1876. The town gradually grew and prospered as a trading post and agricultural center until World War I when it was destroyed by a German bombardment. After the war, the town regained its lost population and growth. By 1930, Pierre had become an important regional center with a large manufacturing sector. The economy declined during the Great Depression but recovered during World War II thanks to wartime production of munitions and military equipment. In the postwar period, Pierre experienced rapid growth as a bedroom community for Sioux City, Iowa; however, this prosperity was short-lived given the oil embargo of 1973–1974 and then stagflation on Wall Street which caused local employment to decline 25%. In recent years Pierre has been struggling with economic declines combined with increasing crime rates. In 2013, Mayor Dennis Sprague announced plans to close many of the city's businesses due to budget deficits that have persisted for more than 20 years.
