In 1821, Manchester became a town under Federal jurisdiction when General John Sevier ceded all land within Knox County east of Cumberland River to the United States government for that purpose. By 1840, there were more than 100 businesses in town with 1,500 residents according as against only 275 residents in 1814. A courthouse was erected on Trinity Street in 1841 which served as both court house and jail until 1865 when it burned down due to fire retardant used on buildings during that time period In 1861, following secession from Confederate States of America (CSA), Manchester became an important center for cotton production following some changes in farm policy caused by President Abraham Lincoln's Emancipation Proclamation two years earlier In 1898-99 during World War I veteran veterans from nearby Chattanooga fought in strategic battles around Manchester including Battle of Shiloh where they made significant gains against superior Union forces In 1925 Mayor W T Goodloe convinced then Governor J B Johnson he should name a street after him – Goodloe Boulevard – which he did The Broadway department store building located on Elm Street between First Avenue East and Second Avenue West was built beginning in 1924 by brothers Amos J (Amos) & Harry Kelly for their father Joe Kelly who opened up shop there about 1922 On December 5th 1918 a tornado touched down just north of downtown killing three people and injuring dozens more before dissipating just west of town Throughout most or all history since its construction this building has housed various businesses such as: The Cotton Exchange sandwich shop operated by Forrest Hiatt from 1951-1976; Greshams Department Store Opened 1959; Beecham Hardware opened February 8th 1977; Rankin’s Sporting Goods began operations November 15th 1978 first inside old Sears Building on Elm Street before moving into new location July 11th 1980 across First Avenue East from Main Street; finally closed January 2nd 1997 after several years operation being vacant ever since
