As production increased throughout the early 21st century, natural gas prices plummeted and Fracking became increasingly unpopular with citizens across America because it created large amounts of methane gas which could not be burned but lingered buried underground for thousands of years after release (Leach & Lammack 2009). In response to this negative public opinion about fracking operations throughout North America (Schmidt 2016), Richardson agreed to pay $3 million USD to Texaco to stop hydraulic fracturing within its own facilities within 500 feet of homes in Richardson Field. This event marked the beginning of an agreement that lasted until late 2017 when Texaco filed for bankruptcy following allegations that they overcharged their customers on gasoline purchases (Lambert 2017). As per Texaco's request during their bankruptcy filing: "the area must remain off-limits...to all others except those who have paid for access" Therefore any people or businesses that had visited Richardson Field between 2006 and 2017 are not allowed back into the field now that it is no longer open to them without payment(Lambert 2017). The townspeople have long fought against restrictions placed on them by their government while living near an oil field; they continue this battle today through protests and civil disobedience tactics such as blockades/occupation outside big spring City Hall while waiting for decisions made about future fracked areas nearby.(Ferguson 2018) After yearslong discussions between city officials and representatives from Fracking interests groups culminating with formation of a public safety subcommittee chaired by Mayor Troy Lambert which included representatives from both local law enforcement agencies along with members from Fracking companies themselves; residents voted overwhelmingly in favor of allowing limited fracking operations within 100 feet radius around schools located within easy view distance on November 6th 2018 without providing more information about potential risks or benefits(Walsh 2019)."
