The Carrollton Police Department was founded in 1892. The department became a law enforcement agency and then, in 1924, it became the Carrollton School District Police Department. In 1951, the school district was dissolved and the police department became part of the newly created City of Carrollton. In 1956, ACME Ammunition company opened a store in Carrollton and began selling ammunition to law enforcement agencies. In 1969, the City of Carrollton enacted an ordinance establishing municipal police departments throughout Texas. The city's first Municipal Police Officer was appointed on December 1, 1969. On October 12th Councilman Waddell announced his candidacy for Mayor but failed to receive enough endorsements to run against Hines during early voting period which ended on October 19th; Councilman Waddell then decided not to run again for Mayor after learning that he would have to forfeit any chance at winning if he did not receive more endorsements from other council members On November 3rd Hines announced his retirement effective December 1st “due to ill health”; this leaves open the question of who will succeed him as mayoralty occupant Councilman Jett Laughlin decided to run for Mayor instead which resulted in a runoff election on November 10th which Laughlin won by a wide margin beating incumbent Ward 2 Councillor Ron Fountain by over 20% . Afterward Laughlin said “This victory shows that we can make our case here’s why I should be your nextMayor” .Since taking office as Mayor Laughlin has made several changes including creating new programs like Youth Services Division which provides services such as juvenile probation/parole & sex education classes , pedestrian safety program along with expanding business development opportunities through rezoning & annexation ; increasing funding for public safety initiatives such asvarious rash crimes crackdowns across town & increase in number of sworn officers available ; improving road conditions thru regular maintenance activities ;and supporting cultural events within town through sponsorship agreements with various venues
