It wasn't until 1848 that presidio soldiers were ordered to fortify what would become el Presidio de Pecos (today's Presidio building). A civilian employee named Manuel García collected materials to build Fort Worth Gate at Rinconada Creek when he heard about General Santa Anna's march towards Mexico City through Texcoco on November 6th 1848; García took his news back to Pecos and gave it to Colonel Francisco Ruiz who organized defenses against Santa Anna's army crossing the river north of el Presidious Inyo November 12th1848. A small adobe building erected by García soon served as barracks for these new troops garrisoned at el Presidio while they waited for more permanent structures to be built; this structure still stands across White Sands Boulevard from where I-10 begins today. On May 10th 1830 after many years work including surveys and topographical sketches Captain José Joaquín Balboa led a group including Lt Col Andrés Molina & 5 Mexicano volunteers westward along present day US 85 into New Mexico Territory during occupation by United States Volunteers seeking independence from Spain becoming known as Rojas Scouts Horse Army Expedition #2 reachinglat 36 degrees 29 minutes NorthLongitude 106 degrees 04 minutes West (near modern Alamosa) before returning home September 9th 1830 . After their return journey Balboa recommended that Mission San Fernando should be established nearby but due to funding shortages nothing happened until 1840 when governor Anaya appointed José Marcelino Garza padre with jurisdiction over mission lands south of Costilla Passagán about 25 miles northwest of Pueblo del Rio Negro which included much land now within el Paso Municipality . This action finally resulted in Mission San Fernando being establishedAugust 21st 1841 thru October 15TH 1845 adjacent towhat is now Muñoz Bridge Road between old Río Bravo road & present day White Sands Blvd., just south of Nowata Street intersection In 1840 Governor Anaya appointed José Marcelino Garza padre with jurisdiction over mission lands south of Costilla Passagán about 25 miles northwest of Pueblo del Rio Negro which included much land now within el Paso Municipality
