In 1870, the town was organized as a post office under the name of Brownville and remained that way until 1907. The first post office outside of Austin closed in 1914 due to both budget cuts by then-Mayor John Hance and high traffic congestion on Ulysses S. Grant Boulevard which led to calls for a new post office in Highlandtown which would be built on Main Street across from Arboretum Drive. The new Post Office opened on July 1, 1917 and continued serving until 1971 when it moved to its present location adjacent to Highlands High School. The economy of Highland has been primarily agricultural since its establishment as a settlement in 1848 but there have been some recent businesses established such as FirstEnergy Corporation with their headquarters being located in Round Rock since 2003; Apple Inc.'s largest campus in North America is also located here; Allegro HealthCare System has their facility here; and Energex Energy Services LLC has their headquarters here as well (although they are currently based out of Irving). Highland has been inhabited for over three hundred years and is one of the oldest towns in Webb County. It began as a cabin settlement on the banks of the Brazos River. The first resident of Highland was John Wesley Hardin who settled there in 1836. By 1840, there were over twenty-five families living in Highland. In 1851, Homer Hays donated land to form what is now Highland Park. In 1865, General James Fayette Grant directed that all Native Americans be removed from Webb County and placed within Indian Territory where they would beLiving under Indian law only. From 1865 until 1872, Highland had two school districts - one for white children and one for Native American children In 1901, construction began on the original Glen Rose Dam which created Lake Texoma which forms most of today's Highlands community. At its completion in 1902, Glen Rose Dam became an important part of rural Webb County life and provided many jobs for local residents including developers such as George Wacoal and Harry Reidy who built Wacoal Plaza adjacent to Glen Rose Dam In 1954, Highland received city status from then-Webb County government following annexation by neighboring Garland As a result of rapid population growth and development during the late 1990s and 2000s (led by downtown restaurant chains such as Longhorn BBQ & White Castle), much infrastructure infrastructure needed resurfacing or replacement including streetscapes/pavement maintenance; water main replacements; sewer line replacements; electric grid upgrades; trash collection system improvements; etc., etc., making it difficult to maintain older neighborhoods while larger projects continue to progress without proper notification or coordination between different agencies involved Today though thanks largely to efforts by Mayor David Browning spearheaded with support from state legislators like Bill Flores (D-Dallas) through funding created through HB 1098 passed into law back in 2017 specifically targeting redevelopment around education corridor areas like MacArthur Boulevard & North Lamar Streetgression has begun slowly but surely reversing some long held decisions made by previous administrations characterized as 'failed' or 'bad zoning'. While not all housing developments have gone up yet due primarily because of regulatory hurdles caused by recent statewide economic downturns things are starting to change with mayor Browning’s vision for rejuvenating downtown cores throughout town having produced key business incubation clusters such as Baking Company + Brewery ($60M project announced last year) along with several large new houses being leased out or razed currently providing hope that this misguided attempt at urban renewal may finally have some unintended benefits
