The history of optical accessories in Highland, Texas dates back to the early 1900s. One of the earliest businesses in the town was H & W Optical, which operated from 1903 to 1917. The business was started by Harry Walton and his brother-in-law John Whitney. They sold eyeglasses, spectacles, and other optical products. In 1917, Harry Walton passed away, but his son John continued the family business until it closed in 1951. From 1951 to 1967, Joe Griggs ran H & W Optical store. From 1967 to 1984, Wally Beaumont operated the store. Then from 1984 to 1997, Bobbie Gentry ran the store. In 1997, Judy Patterson took over as manager for one year before leaving to start her own business called Judy's Accessories with her husband Rick Patterson. They have been running the shop ever since. In 1998, Highland residents voted in a referendum to increase their taxes by 3 cents per $100 worth of taxable value on all items purchased within town limits (the first such measure passed in Texas). This increased sales tax led to a decline in revenues at H & W Optical as customers switched to other stores within town limits or buying their supplies online instead. However, due to high demand for inventory during renovations of the Highland High School gymnasium that began in 2001 and continued through 2006 (proceeds went towards building art), Judy's Accessories was able to keep up with customer demand and remain open during those years despite low sales volume because they could rely on word-of-mouth recommendations from longtime customers who had seen them do well during previous remodels. When school reopens this fall after several years of renovation/replacement work spearheaded by Assistant Superintendent Driscoll Grant VII., Judy will once again be able to offer same level of service while accommodating more customer inquiries due both directly relatedto school needs (elevated lighting throughout classrooms; brand new sound system; expanded storage) as well as general population growth (+10% average annual population growth rate since 2000) that has necessitated additional floor space for special event rentals (>250 events/year).
