This activity started around 1619 when English colonists found slaves living on the outskirts of what is now Blacksburg. By 1749, the area had become home to about 100 slaves who worked on farms and plantations near Petersburg. Over time, however, this number increased to over 200 because new buyers from England began arriving in search of enslaved people to work on their plantations. The first permanent African American settlement in Blacksburg happened around 1821 when Anthony de la Hoya purchased land east of present-day downtown from several British owners. de la Hoya soon set up his plantation here and nine other families joined him including African Americans James Robertson and John Browning who managed his farmstead until they were arrested by local militia at gunpoint while trying to leave for freedom in Canada in 1827. In 1861, Charlottesville resident Alexander McNair bought 1/2 acre (0.24 hectares) south of present day downtown from John Covington for $225 dollars after seeing an advertisement that called for negroes to be brought into town to labor on public works projects such as roads and bridges popularly known as "Carpetbaggers." He named his new community after General Robert Ewell's cavalry unit which had fought at First Manassas Battlefield two years earlier: "Ewell's Mill" or "Blackburn's Mills". The name stuck because black men working inside white households were generally not given surnames like their white counterparts - instead they were given numbers like Andrew or James (or sometimes John). It wasn't until 1865 that blacks were finally allowed into whites-only schools through legislation signed by Ulysses S Grant which granted voting rights to all citizens regardless race - something that would later be undone with desegregation efforts throughout most southern states beginning in 1954 mostly through court rulings rather than government policylinear changes! In 1861 racist violence against blacks escalated when Confederate soldiers attacked a group travelling down Northside Street armless & unarmed; one black man killed & 3 others wounded!
