Waupun is the county seat of Douglas County and is one of the five municipalities that make up Racine County. The village was founded in 1854 by Captain James Houghton and his wife, Nancy Houghton. It was named for John Wisniewski, an American Revolutionary War hero who fought in Canada. In 1904, Waupun became a city and has since grown to become one of the largest villages in central Wisconsin. Waupun is a town in the U.S. state of Wisconsin, located about 30 miles west of Milwaukee on the Waupun River. The population was 9,973 at the 2010 census. The first people to live in what is now Waupun were Native Americans who hunted and fished the river and its tributaries. Settlers began arriving in 1836, when John Fetterman settled on land that he had purchase from the Potawatomi Indians. The town site was chosen by a group of settlers led by Captain James Gadsden, whose ferry service connected Waupun with outlying settlements on the eastern side of the river. In 1847, Elisha Swayne gave his land for a school and market square as part of a gift to the townspeople. The first store opened in 1850. In 1861, Waupun became part of Racine County when it was organized from parts of Milwaukee and Racine counties. In 1898, Waupun absorbed the towns of Whitehall and West Allis into its city limits; these towns had been separate since 1857 when they were incorporated as villages under their respective county governments. After years of discussion over annexation into Milwaukee proper, Waupun's city status was approved by voters on November 3, 1907; however, it took until 1912 for all businesses within city limits to be converted to city ownership subject to ordinances enacted by Mayor Lockwood notwithstanding objections raised by some citizens who felt they should retain their own government controlled streets and schools etc., while also developing an independent downtown business district which would include their newly annexed urban neighbor (the merged City Limits section). When World War I broke out in 1914-15 there seemed little opportunity for agriculture or other small-scale industries so many men available chose military careers instead but soon after war ended things changed with new technology helping farmers get back onto their feet By 1919 most residents had returned home either through enlistment or natural selection following increased prices for farm products caused by worldaea pandemic .
