In 1896, Evanston was founded as the town of West Point by Willis H. Dowling and George A. Smith. The first building in the town, a stagecoach stop, was erected in 1898. In 1903, Evanston became an incorporated city with a population of around 20 people. On November 17, 1927, the City Council approved incorporation of Evanston into the Wyoming Territory following the Biennial Legislative Session in Laramie. The territory was dissolved on January 1, 1928 when Wyoming Territory became part of the United States after being admitted to statehood on February 6th that year.

Evanston is located on the Laramie River and is part of the Great Plains region. It has a humid continental climate with cold winters and hot summers. The first European to visit Evanston was Lieutenant John Custer in 1868 while he was leading his Seventh Cavalry Regiment through central Wyoming during the American Civil War. Heading west from Fort Bridger, Custer sighted what he thought was an Indian village on July 24th, 1868 – almost two years after his previous sighting of the Sioux Tribe near Pine Ridge Creek in South Dakota. Evanston's name derived from one of its founders, Elijah Porter Eaton (1810-1872). Eaton donated land to build a town on what is now southside of Loop Road just east of Interstate 80/U.S. Route 6/U.S. Highway 287 - now known as State Street - which had been named for his brother Charles Porter Eaton (1795-1846), who had died unmarried at age 28 years old while serving as a captain in Company K1st Kansas Volunteer Infantry Regiment stationed at Fort Leavenworth during the Mexican–American War (1846-48). In 1871 when it opened for business under charter from the Wyoming legislature Mr. Fenton took over management from Mr . Eaton and continued to run it until 1923 when it became part of Laramie County within the new state of Wyoming following ratification by delegates at a territorial convention held in Logan City October 12th – 14th inclusive.. Evanston experienced rapid growth beginning around World War I due to its strategic location sandwiched between Nebraska and Colorado along both banks of The Laramie River; this area would become known as "the country seat". With railroads available throughout much of western North America and oil discovered off lease placements along The Laramie River basin beginning in 1906, businesses quickly sprang up all over town including several restaurants that still operate today such as Red Lobster., Wendy's., Burger King., Chipotle Mexican Grill., Subway., Papa John's Pizza." ), coffeehouses like Starbucks (), laundromats (), convenience stores (), churches () and many more! The late 1800s also saw increased activity due Park Avenue Shopping Center being built across from downtown mall opening in 1901 followed by additions like Arby's restaurant ($) in 1922 becoming one of Evanston’s most well-known establishments (). However early 20th century development did not keep up with growing demand which resulted in families moving out or outgrowing their homes by 1920 creating an overall shortage OF housing especially outside developed areas downtown where prices for single family homes were skyrocketing!. One result was increasing crime rates as criminals could easily move into desirable neighborhoods without fear of repercussion or retribution! This problem would continue throughout much of the 20th century culminating with Mayor Clarence Herrington’s efforts starting in 1936 to try & address some underlying causes such as low tax rates ($0 sales tax) attractiveness for businesses etc.; however these initiatives ultimately failed because no real change could be seen occurring within Urban Renewal plans!/ Today there are still some abandoned properties scattered throughout Downtown that offer excellent opportunities for redevelopment (!))/.

Evanston is a city in Sheridan County, Wyoming, United States. The population was 21,047 as of the 2010 census. Evanston is the largest city in Sheridan County and the seat of Sheridan. It lies on the Lower Missouri River approximately midway between Laramie and Cheyenne. The first Europeans to find Evanston were French prospectors who traveled through this area in 1846-1847. In 1868, William Fenton bought land at what is now Waterloo Avenue and Wabash Street from the Shawnee people for $1,000. He named his property "Evanston" after the English town of Exeter in Devon, England which he had seen while exploring this area with his brother John Fenton. In 1870–71, David White opened a general store at what is now Elmira Boulevard and State Highway 8 near present-day Evanston High School. This was one of the earliest grocery stores west of the Mississippi River. White's store became an important center for trade along river transportation routes during this time period because it could offer goods such as flour and bacon at low prices without having to go far to get them. A post office called "Evanston" was established in 1872 by order of President Ulysses S. Grant; it remained open until 1909 when it was moved to Laramie due to mail congestion on the lower Missouri River near present-day West Yellowstone National Park (see: Evanston Post Office). In 1880s there were two schools – one operated by white residents and another by black residents – in Evansville which served students from both towns together until 1944 when all Black Schools closed within Wyoming due to racial segregation laws passed by Congress following World War II (see: Evansville School District No.: 1).
