Tasers are a type of electric shock weapon that were first invented in 1983. They have since been used in law enforcement, corrections and military applications. The original taser was designed as a less-lethal weapon to use on suspects who had committed violent crimes. It worked by shooting an electrical current through the victim’s body, causing them to feel an intense pain and then losing consciousness. Decatur is a city in Alabama, United States. The population was 36,851 at the 2010 census. It is the county seat of Decatur County. The city is located on the Mobile River, about 20 miles (32 kilometers) east of Birmingham and 30 miles (48 kilometers) north of Montgomery. The first permanent European settlers in what is now Decatur were Frenchmen who arrived in 1763 and established a trading post on the river. They named their new settlement after Jean-Baptiste LeMaire, Sieur de La Fayette, general and commander of the American forces in France during its War of Independence against Great Britain. In 1819, General Andrew Jackson decided to move his army from Vanderbilt's plantation near Muscle Shoals to nearby Decatur for training before invading Tennessee. Jacksonville was renamed for General Jackson on May 11, 1825; however, it would not become a town until 1889 when legislative passage changed the name to honor John Capps Hargrave III (1811-1897), namesake of Huntsville and governor of Alabama from 1868-1875. In 1887 John Capps Hargrave III donated land east of downtown for a municipal government which became known as "Hargrave Park." The first mayor was Jeptha Sheppard (1860-1943). In 1905 City Hall was built and dedicated by Mayor Abram Hewitt (1900-1964). A fire destroyed most of City Hall in 1963 but it was rebuilt within 10 months using local wood frame construction techniques with an Art Moderne facade by architect Leslie Ewing Seward Jr.. Decatur is a city in Alabama, United States. The population was 21,827 at the 2010 census. Decatur is located in the southeastern corner of the state and is bordered to the north by Montgomery and to the south by Auburn. The history of Decatur dates back to 1818 when Captain Alexander Knox founded this village on a property now known as Knoxville Boulevard. At that time, it was part of Mobile County. In 1835, Colonel John Covington established a cavalry outpost here which served as an important communication center during the Mexico-American War. In 1851, Decatur became part of Jefferson County and was renamed after General Andrew Jackson who had been its governor two years earlier. In 1865, General Nathan Bedford Forrest moved his Confederate forces into Alabama from Tennessee and burned most of Mobile County before withdrawing all his troops to enter Georgia. On December 3, 1861, President Abraham Lincoln called for general elections in all fifty U.S. states and announced that he would not seek re-election until after Christmas due to illness; he died on December 12th less than two months later in office (he had been physician-in-chief since March). On January 6th 1862, Confederate General Robert Ewell arrived at Fort Donelson in Tennessee with 10 thousand men intent on retaking Mobile Bay; however, Union forces under Major General Ulysses S Grant thwarting his attempt drove him off without battle near Enterprise along Polk Road just east of town limits today's Southside Drive SW. In 1865Decatur became one of four circuits within newly formed Alabama Central Railway Company district #1 headquartered at Tuscaloosa where goods trains were unloaded onto mile long railways cutting through agricultural areas then delivered via several bridges over creek beds back into town for distribution throughout central Alabama making up what are now Harrisburg Rd., US Hwy 61 & I-10 Wards 1 & 2 SE & NW respectively
