In 1867, the United States gained control of Alaska from Russia. The U.S. government named the territory "Alaska" after President George Washington's landing on Kodiak Island in 1792. The first permanent residents of Alaska were white Russians who had been living in Sitka and Tuktoyaktuk since the early 1800s. In 1867, several thousand American settlers arrived in what is now Anchorage, but most of them left within a few years because of harsh winters and difficult land conditions. In 1875, Congress passed the Alaska Act, which provided for a federal district including parts of present-day Alaska. This area was divided into two districts: District 1 included most of today's Anchorage and Eagle River region; and District 2 included the following areas: Ketchikan, Sitka, Nikiski, Utqiagvik, Asilomar Islands (now part of Baffin Island), and Cape York Peninsula (now part of Nunavut). The first Territorial Legislature was convened in Anchorage on May 9, 1875. It consisted of 12 members chosen by direct election from among those who had voted in favor of annexing land to the United States from Russia at an earlier session of Congress. The first Territorial Governor was James Wickersham (1876-81). He was succeeded by John Aitken (1881-89). In 1906 Congress passed the act that created organized territorial government throughout all Alaskan lands except for sections that were still under Russian sovereignty—the Klondike Gold Rush territories east of Cook Inlet were not annexed until 1959. The Klondike Gold Rush brought large numbers of people to Alaska during its brief heyday from 1907 to 1912 but also resulted in lasting economic problems as overpopulation caused widespread deforestation and depletion of resources such as gold veins near Dawson City
