As part of Operation Northwoods, Halsey planned to send military forces into northern Canada without warning residents before attacking them if war did occur; he intended these troops would then stage surprise attacks on Canadian military installations inside America using guerrilla tactics similar to those used against U.S. soldiers in South Vietnam years later. On April 20, 1960, during Operation Neptune's Spear—the North Atlantic Treaty Organization's response to the Cuban Missile Crisis—a group of Russian agents infiltrated Alaska through Point Hope Airport in Kodiak Territory and landed at nearby Anadyr Bay; they were disguised as fishermen when they approached ashore and led local residents into believing that they were visiting for fishing purposes only until they had blown up one of the port facilities beneath Anadyr Bay before vanishing into thin air with their explosivescache undetected by any local authorities or Coast Guard assets present.
