On July 22nd, 1959 during Congressional recesses following enactment of AB 521 - an act designed to create new civil service jobs with staggered hours throughout the state - Mayor Sprague Rogers proposed amending Senate Bill No 505 by adding night shift positions for police officers not currently working during Daylight Saving Time (DST) into existing law enforcement positions across all states including Alaska; this proposal gained approval from both houses but did not become law until September 8th when it was vetoed by Governor Frank Murkowski due to budgetary concerns about potential job loss caused by DST changes statewide However this event served as a turning point for Anchorage politics as Mayor Rogers would go on to become one of the most powerful voices within the City Government while working behind closed doors with legislators during Legislative sessions The population growth associated with oil exploration and production have led to increased traffic congestion on many key street corners throughout Anchorage including State St., 4th Ave SE & Elm St., Broadway Ave SE & 2nd Ave NE & Seward Rd., Vine St.-Moses Lake Rd./Upper Kenai Rd., Girdwood Blvd.-Kuskokwim River Bridge
